Default Is the anti-farm code char based or account based?

I know that if you go into a zone to many times you get the warning the foes will drop less and less. When you do a few quetsts or so it resets and you can go again.

But what if you go into a zone ... get the anti-farm warning ... switch chars and farm that zone again. Is the anti-farm code in a zone shared over chars or char based?

it is char based not account based

I don't know. When I farmed with my Ritualist, after some runs in UW, got the anti-farm (no ectos for like 12 rounds). After this, done some missions for my Protector of Tyria Monk, switched to my Ritualist, and got 5 ectos from the next 2 run. Maybe luck, maybe account-based anit-farm code. Don't know.
